PURPOSE OF NOTICE: To seek public comment on a draft permit from the Virginia Department of Environmental Quality (DEQ) for a facility to continue post-closure care of two closed hazardous waste management units (HWMUs) at the Radford Army Ammunition Plant facility in Radford, Virginia.
PUBLIC COMMENT PERIOD: July 16, 2025 to September 15, 2025.
PUBLIC HEARING: An informational briefing will be held on Wednesday, August 20, 2025 from 6:00 pm to 7:00 pm and a public hearing will be held immediately after at 7:00 pm, at the Radford Public Library located at 30 West Main Street, Radford, VA 24141. The purpose of the informational briefing is to provide information and discuss related issues, and the purpose of the public hearing is to receive any public comments.

FACILITY NAME AND LOCATION: Radford Army Ammunition Plant, 4050 Pepper’s Ferry Road Radford, Virginia 24141.
PROJECT DESCRIPTION: The Radford Army Ammunition Plant facility applied for a reissued permit on February 15, 2024, to continue to conduct post-closure care activities for two closed hazardous waste management units (HWMUs): HWMU-5 and HWMU-16. The facility is in Radford, Virginia. The draft permit covers the groundwater monitoring and inspection and maintenance activities associated with the post-closure care for the two HWMUs.
HOW TO COMMENT: DEQ accepts comments by hand-delivery, e-mail, or postal mail. All comments must include the name, address and telephone number of the person commenting and be received by DEQ within the comment period. The public may also write to the contact person at the address below to be added to the facility mailing list. The public may review the draft permit, fact sheet, and application at the Radford Public Library located at 30 West Main Street, Radford, Virginia 24141, during open hours. Copies of the permit are also available every workday by appointment at DEQ Blue Ridge Regional Office at 901 Russell Drive, Salem, VA 24153 and DEQ Office of Financial Responsibility and Waste Programs, 1111 East Main Street, Suite 1400, Richmond, Virginia 23219, as well as the DEQ website at www.deq.virginia.gov.
