REQUEST FOR RELEASE OF FUNDS
On or about April 12, 2022 the Virginia Department of Housing and Community Development (DHCD) will submit a request to the United States Department of Housing and Urban Development Richmond Office (HUD) for the release of HOME funds under Cranston-Gonzalez National Affordable Housing Act, Title II, 1990, as amended, to undertake one project known as Leggett Building Apartments. The project is proposed for rehabilitation using DHCD State HOME funds in the amount of $700,000. Taylor Hollow Construction will be converting the former Leggett Building in downtown Radford into 11 mixed-income rental units. The units will be a mix of one and two bedrooms and will have elevator access, making them accessible to handicapped or senior residents. Five of the units will be affordable to households earning at or below 60% of the area median income; two units will be affordable to a household earning at or below 50% of the area median income. The vacant commercial building is located at 1129 East Main Street in Radford. The estimated total cost of construction is $2,952,000.
FINDING OF NO SIGNIFICANT IMPACT
DHCD has determined that the project in all phases on the contiguous site will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review either electronically or by U.S. mail. Please submit your request by U.S. mail to Chloe Rote (DHCD) 600 East Main Street, Suite #300, Richmond, VA 23219 or by email to Chloe.Rote@dhcd.virginia.
