NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These Notices shall satisfy two separate but related procedural requirements for activities undertaken

by the City of Radford, Virginia.

REQUEST FOR RELEASE OF FUNDS

On or about July 31, 2023 the City of Radford will submit a request to Housing and Urban Development

(HUD) for the release of Community Development Block Grant (CDBG) funds under Title 1 of the Housing

and Community Development Act of 1974, as amended to undertake a project known as East Main

Street River and Rail Downtown Connector for the purpose of connecting the downtown area with the

river and spur economic growth in the area via parking, pedestrian safety, lighting, and wayfinding

improvements. The estimated total funding for this project is $2,400,000, of which $150,000 will be

Community Development Block Grant (CDBG) funds.

FINDING OF NO SIGNIFICANT IMPACT

The City of Radford has determined that the project will have no significant impact on the human

environment. Therefore, an Environmental Impact Statement under the National Environmental Policy

Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental

Review Record (ERR) on file at New River Valley Regional Commission at 6580 Valley Center Dr. Radford,

VA 24141, the City of Radford at 10 Robertson Street, Radford VA 24141, where the ERR can be

examined or copied weekdays 9 AM to 4 PM. The Environmental Review Record can also be viewed on

the City of Radford’s website at https://www.radfordva.gov/CivicAlerts.aspx?CID=1.

PUBLIC COMMENT

Any individual, group, or agency may submit written comments on the ERR to City Radford, Community

Development Department, 10 Robertson Street, Radford, VA 24141 or by email to

Melissa.Skelton@radfordva.gov. All comments received by July 27, 2023 will be considered by Radford

City prior to authorizing the submission of a request for the release of funds. Comments should specify

which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Radford certifies to HUD that David Ridpath, in his capacity of City Administrator, consents to

accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation

to the environmental review process and that these responsibilities have been satisfied. HUD’s approval

of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows

the CDBG entitlement grant to use program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the RE’s certification for a period of fifteen days

following the anticipated submission date or its actual receipt of the request (whichever is later) only if

they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of

the name of RE; (b) the RE has omitted a step or failed to make a decision or finding required by HUD

regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process

have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before

approval of a release of funds by HUD/State; or (d) another Federal agency acting pursuant to 40 CFR

Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of

environmental quality. Objections must be prepared and submitted in accordance with the required

procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD, 600 E. Broad Street, Richmond,

Virginia 23219-1800, Attention: Mr. Ronnie J. Legette, Sr., Director, Community Planning and

Development Division or by email at CPDRROFRIC@hud.gov . Potential objectors should contact HUD at

(800) 842-2610, Extension 4881, to verify the actual last day of the objection period.
